Plumbers with housing office do not want to do anything, because there is no neighbor. The question is: is the neighbor flooding or is there a problem with the hood? Spot 40 to 15 cm. And a small spot in the middle of the ceiling in the bathroom.

If it appeared due to vapor-fat secretions from the hood, it would be homogeneous, without any areas of rust. The fact that you are being flooded by a neighbor from above is also indicated by the appearance of a small speck in the bathroom. Firstly, there are no such coincidences, and secondly, there is no hood there, is it?

In your case, you need to call a commission from the Housing Office and draw up an act. The conclusion of the commission will serve as the basis for plumbers to block the water at the entrance to the apartment from above. With a neighbor, you will decide the issue later when it appears. Now your first priority is to prevent the danger of even greater leakage.

The danger of such spots is that they cannot be eliminated by local repainting - over time, yellowness will manifest itself.
