In your case, when drawing up a claim, you can rely on SNiP 41-01-2003, which regulates installation and other construction works related to internal highways of cold and hot water supply, heating, sewage, ventilation and air conditioning systems. Unfortunately, in the provisions of this normative act there is not a single word about the need for uniform coloring of pipes and other utilities. And, nevertheless, you can refer to clause 4.4.7, which explicitly states that “heating and ventilation equipment, pipelines and ducts in rooms with a corrosive environment, as well as those designed to remove air from a corrosive the medium should be provided with anticorrosive materials or with protective coatings against corrosion. " The latter just implies the obligatory painting of heating and water pipes, which was not carried out in your bathroom. In addition, this paragraph of SNiP does not say about decorative, but about a protective coating, that is, at least the paint layer should be continuous.
