Since you did not provide information on the nature of the taps, we take the most common case, namely the use of showers and washbasins in each of the 20 rooms. According to the norms of water consumption SNiP 2.04.01-85, the average second water consumption per plumbing fixture is 0.12 l / s. With the simultaneous inclusion of all hot water consuming points, 20 x 0.12 = 2.4 l / s of hot water will be required. In a minute it will be 144 liters. A powerful heating boiler (15–20 kW), which works in conjunction with an indirect heating boiler with a volume of at least 1000 liters, can provide such a performance.

Such a solution cannot be considered economically viable and technically sound. In your case, it will be much more economical to install not a common boiler, but one water heater with a volume of 100-150 liters for every 2-3 rooms or use several powerful storage water heaters with a built-in gas burner.
